    Hello – I’ve read that SBIR/STTR funds cannot be used for Research outside the US (unless exceptional reasons). How about Indirect Costs, which are not research? Can Indirect Costs (like administrative tasks, logo design for startup, etc) done by Foreign entities be paid through SBIR/STTR funds?

    No, all funds must be used in the US except in rare or unique circumstances.
