F&A reimbursement

I think the reimbursement for F&A allows the expense within three months of the NOA. example: If I got the NOA on Sep 1, I could reimburse the F&A fee from Jun 1 to Aug 30. I think I got it from a training workshop but I can not find the policies.
Would you let me know whether I am correct or not?
Thanks!You can get reimbursed for costs up to 90 days prior to award if the costs are necessary to conduct the project and would be allowable under the grant, if awarded, without NIH prior approval.
