You would know, however, when you review the list of SBIR/STTR study sections: https://public.csr.nih.gov/StudySections/SmallBusinessAndTechnologyTransfer as that study section linked above (Small Business: SBIR/STTR Commercialization Readiness Pilot (CRP) Program) is listed there.

The final point refers to an increased emphasis on commercialization such as the product’s commercial potential and the business environment for applicants.
