Hi Shoba,

For a cost reimbursement STTR award, detailed invoices is the preferred method. With NIH approval, the company can provide fixed based payments to the subaward if measurable milestones are established NIHGPS 8.1.2.11.
Either method requires a contract with the subaward and a policy for monitoring the work performed.
